The service recovered and we believe we have identified the trigger for the interruption in service. We are continuing to monitor the situation, but for now are marking this as resolved.
We've narrowed the scope of the problem down to Azure Europewest and while there was a brief interruption, service almost immediately recovered. We are continuing to investigate.
Network connectivity between Azure / Europewest and other clusters was originally believed to be related to a concurrent GCloud Incident affecting connectivity to Azure from GCloud, but this appears to be spurious correlation.
